Answer
Yes, because an "option exchange" will allow a robot to avoid receiving a point of damage. The option takes the damage instead of the robot. So the damage is never taken (by the robot) and thus never Converted. Similary, damage that is done by Fire Control to destroy an Option card cannot be Converted, whether the Converter or some other Option was targeted.
